Israr Ahmad is a consultant in Global’s Transportation and Infrastructure practice group. He provides strategic and tactical intelligence to clients by monitoring and analyzing current affairs and policy developments at the provincial and federal levels. Israr also serves on the Infrastructure Policy Council at the Ontario Chamber of Commerce (OCC).
Prior to joining Global in 2017, Israr worked for one of Canada’s premier infrastructure consulting and capital asset management advisory firms, serving as project lead and co-author of over 150 municipal asset management plans.
In 2015, he was lead data analyst and author of The State of Ontario’s Roads and Bridges, detailing the condition and capacity of Ontario’s transportation infrastructure, and the financial strategies required to mitigate funding deficits. The report was the first of its kind in Canada, relying on technical asset-level data rather than survey responses, and was published by the Association of Municipalities of Ontario (AMO).
Israr has collaborated extensively with global organizations to produce research and case studies on public finance and accounting, asset management, and risk management. Israr’s research on infrastructure has also been published in Government Finance Review.
He holds a Bachelor’s in Economics from the University of Western Ontario, and completed an advanced diploma in business administration at St. Lawrence College, from which he graduated as valedictorian. In 2017, he received his certification from the Institute of Asset Management (IAM), and completed the Municipal Finance and Capital Accounting program with honours through the Association of Municipal Clerks and Treasurers of Ontario (AMCTO).
