Governments across Canada are making unprecedented investments in infrastructure. With multiple levels of government and many stakeholders involved at various stages of infrastructure projects, there can be a high level of political risk. Sound policies, processes, effective engagement, and clear communications are critical to ensuring that infrastructure projects are delivered on time, and on budget, and provide long-lasting value for communities. Global has extensive experience across Canada in all sectors, working at all stages of infrastructure life cycle from long-term planning; to securing project approvals and funding; to construction; and operations and maintenance. We provide a variety of support including project concept and business case development, opportunity identification, and project campaigns. We comprehensively map stakeholders and issues around specific projects to help reduce risk; design and execute local community engagement and communications strategies; as well as providing issues management planning and support.

Philip Cartwright leads Global Public Affairs’ Transportation, Infrastructure & Communities practice and co-manages Global’s Ottawa office. With over a decade of experience in public affairs, Philip develops and executes government relations and related corporate development strategies in every transportation sector – rail, air and marine. Philip joined Global Public Affairs in 2007 from the Privy Council Office where he worked in various secretariats including Machinery of Government, Cabinet Confidences and Senior Personnel and Special Projects.
Actively involved in the community, Philip currently serves as President of the Government Relations Institute of Canada and on the Boards of Directors of the Canadian Advocacy Network, the Canadian Transportation Research Forum and the Canadian Club of Ottawa. He also volunteers with the National Arts Centre (Member, Southam Club Steering Committee and former Member, NAC Gala Committee). Philip holds a Bachelor of Public Affairs and Policy Management (Hons.) degree from Carleton University’s Arthur Kroeger College of Public Affairs and an Executive MBA from Queen’s University.

John Allen heads the public affairs practice group in the Toronto office, providing integrated government relations and communications support. He works across sectors, with a primary focus on infrastructure, trade, and investment. As part of this work, he established the Infrastructure Lab as a platform for positive dialogue between industry and government to get the most value from infrastructure projects. Prior to joining Global, John spent nine years in Brussels where he worked at the European Parliament, the American Chamber of Commerce to the EU, and an international public affairs firm – working with leading international companies, foundations, and organizations. He currently sits on the board of the British Canadian Chamber of Trade and Commerce and the EU Chamber of Commerce in Canada. John has an MBA from Vlerick Business School in Belgium and a BA (Hons) in Geography from the University of Birmingham (UK).

Israr Ahmad is a member of the Infrastructure group at Global’s Toronto office and provides policy research and political risk analysis to clients operating in the infrastructure sector (transit, transportation, and healthcare). Prior to joining Global in 2017, Israr was lead data analyst and author of over 150 municipal capital asset management plans, advising local government executives in making the right infrastructure investments for their communities. He has also written several major policy papers on infrastructure, including The State of Ontario’s Roads and Bridges, and The State of Ontario’s Underground Infrastructure, detailing critical capacity challenges affecting five major asset classes, and the financial strategies required to mitigate funding deficits. Israr’s research on infrastructure has been published in Government Finance Review. He serves on the Infrastructure Policy Council at the Ontario Chamber of Commerce (OCC).
Israr holds a bachelor’s in economics from the University of Western Ontario, and a certificate in asset management from the Institute of Asset Management (IAM).

Kristin Anderson is Senior Vice President, managing Global’s Alberta practice from Calgary. She has over ten years of experience providing senior strategic counsel and guidance to clients across all sectors of the economy. She excels in building advocacy strategies that drive successful outcomes for Global’s clients. Prior to joining the company, Kristin worked in Stephen Harper’s Office of the Leader of the Opposition in Ottawa and for Nortel Networks, in the United Kingdom. Kristin is passionate about community-building and sits on the Board of Directors for the Carya Society of Calgary; the Calgary International Film Festival; and Alberta Women Entrepreneurs. She also participates in fundraising initiatives for the Calgary Women’s Emergency Shelter. She holds a Bachelor’s of Arts degree from the University of Calgary.

Nicole Brassard is a Consultant in the Vancouver Office of Global Public Affairs. She provides government relations, stakeholder engagement and communications support to clients in the Transportation, Infrastructure and Technology sectors. Prior to joining Global, Nicole was the Regional Director for a federal political party managing stakeholder engagement, media relations and strategic policy outreach in Alberta, Saskatchewan and the Territories. Nicole has extensive experience managing election campaigns and has knowledge of strategic messaging and micro-targeting using a variety of innovative platforms. She also worked in law for more than a decade for several national and international law firms in their corporate and insurance practice groups. Nicole holds a Bachelor of Arts in Philosophy from the University of Alberta and a diploma from Canadore College.

Hunter Doubt is a consultant and member of the Transportation, Infrastructure and Communities team in Global’s Ottawa office. He provides clients with a range of government relations support including policy research, communications and strategic analysis, specifically as it pertains to the challenges and opportunities they face with the federal government. Prior to joining Global, Hunter worked part-time with a member of parliament, both on election campaigns and in their constituency office. An avid traveller, he spent his entire third-year of university aboard, studying at Copenhagen University in Denmark. He currently sits on the organizing committee of Lawn Summer Nights Ottawa, an annual five-night charity event in support of Cystic Fibrosis Canada. Hunter is a native of London, ON. He holds a Master’s of Political Management from Carleton University and a Bachelor’s (Hons) of Political Science from the University of Western Ontario.

Thoren Hudyma brings to Global two decades of experience in strategic communications, stakeholder engagement, and public affairs, with a focus on reputation and crisis management in controversial sectors. What makes Thoren unique is her many years of first-hand experience leading public campaigns for companies that have already gained a social license and public support in B.C.’s complex regulatory and stakeholder environment. She is recognized for her ability to work with executives, technical staff, and field staff alike to find common solutions that contribute to completing projects on time and on budget.

Most recently, at BC Hydro, Thoren led a newly-formed integrated business unit responsible for the communications, stakeholder consultation, government relations, Aboriginal communications, and sustainability activities for the company’s infrastructure program. In this role, her team was responsible for gaining community support on dozens of projects through their development of best practice programs. Before this, she was Director of Public Affairs at the BC Transmission Corporation where she was responsible for all internal and external communications and stakeholder programs on a number of successfully completed projects.

Thoren has also worked as an account director at a major public relations firm and was a media spokesperson for former Prime Minister Jean Chrétien. In this role, she was responsible for speaking publicly, on behalf of the Prime Minister, on a range of high profile and controversial issues. Thoren has been a political commentator for a major national news network and has enjoyed being a regular speaker at industry conferences across North America.

Curtis O’Nyon is a Senior Associate at Global focused on infrastructure and transportation at all levels of government. With over two decades of experience in the Ottawa political environment, he is a sought-after advisor and strategist for corporate, non-profit and political organizations. He has built and fostered relationships with government staffers, politicians and the corporate sector in Ottawa and across Canada. Curtis has proven experience managing industry associations, businesses, non-profits and government . His clients count on him to develop and implement strategic advocacy plans and to provide comprehensive public and government relations advice.
Curtis holds a Bachelor’s of Arts (Honours) in Political Science and a Bachelor of Arts in Mass Communications, both from Carleton University. Curtis is a member of the Boxing Canada Board of Directors and is a volunteer member of the government relations committee at Music Canada Live.

Katie Shaw is Vice-President, Policy & Engagement for British Columbia and leads Global’s Victoria office. Katie specializes in policy, stakeholder engagement and government advocacy. She has expertise in a diverse of sectors such as energy, education, transportation and infrastructure. She has worked closely on issues of climate change, cultural engagement and community relations. Katie has worked extensively with environmental and community non-profit organizations, national youth engagement initiatives and with Indigenous and immigrant groups. She is currently the Chair of the International Institute for Child Rights and Development and actively engaged in social justice and women’s leadership initiatives.
Katie holds a Bachelor degree in Sociology with a specialization in Social Justice and a Master’s Degree in Community Leadership and Adult Education from the University of Victoria.

 

Elizabeth Wagdin

Elizabeth Wagdin is Vice President and General Manager of the Global Public Affairs office in Toronto. With over 10 years of experience working in public affairs, she provides counsel and strategies to a diverse range of clients. Elizabeth works with clients to advise and execute meeting programs, lobby days and receptions at Queen’s Park and Parliament Hill. Her expertise spans sectors such as natural resources, energy, infrastructure, transportation, retail and consumer goods including both private and not-for-profit organizations. Prior to joining Global in 2006, Elizabeth worked with the Toronto District School Board as Constituency Assistant for the Trustee of Etobicoke-Lakeshore. Currently, she sits on the board for the American Chamber of Commerce in Canada. Elizabeth completed the International Association for Public Participation’s Certificate Program in Public Participation and holds both a Bachelor’s of Business Administration (Hons) and a Diploma in Business Administration from the University of Guelph-Humber.
